The RCT debate is often heated: it seems you can only either love or hate them. This seminar aims to spark a cooler discussion about the pros and cons of RCTs, using the practical examples of two studies on taxation in Rwanda.

Tax revenue mobilisation is becoming an increasingly urgent priority in lower-income countries, as their finances are under incredible pressure to face new challenges related to the pandemic and climate change, as well as older ones like poverty reduction and economic development more generally. Researchers can provide invaluable evidence to inform policymakers on how to increase revenue in a way that is equitable, effective, and efficient. To do so, however, they need to use the full toolbox of methods, of which RCTs are only one.
